SUBJECT: EXAMINATION REPORT NO. 50-271/9343 (OL)

During the week of February 15,1993, the NRC administered initial examinations to
employees of your company who had applied for licenses to operate the Vermont Yankee
Nuclear Power Station. At the conclusion of the examinations, the preliminary findings were
discussed with those members of your staff identified in the enclosed repon.
,
All of the applicants passed the initial examinations. Section 3.0 of the enclosed report
contains additional details of the applicants' performance and the NRC examiners'
observations. A significant generic weakness was identified in the applicants' ability to make

Protective Action Recommendations. During the examination process, procedural
!
discrepancies were noted which csed difficulties for the operators in accomplishing tasks.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and
its enclosure will be placed in the NRC Public Document Room.
