SUBJECT:

SCOPE OF PARTICIPATION AND OBJECTIVES FOR THE JULY 1993 ZION EXERCISE Attached are the scope of participation and proposed Region III objectives for this exercise.

T. Ploski will present these objectives at the second scenario development meeting hosted by the licensee on April 8,1993.

Illinois, Wisconsin and FEMA V representatives will attend this meeting. The meeting's i

goals include finalizing the scenario's major events and timeline, as well as sharing of each organization's objectives.

Region III Exercise Objectives 1

a.

Demonstrate the capability to promptly activate and adequately staff the Incident Response Center using non-preselected personnel.

4 b.

Demonstrate the capability to form and dispatch a standard Site Team, including joint public information center (JPIC) staff, on a real-time basis using non-preselected personnel. The only exception (s) would be state emergency operations center (SEOC) 4 coordinators, who may be requested by one or both states.

c.

Demonstrate the capabilities of Base Team and Site Team personnel to effectively interface with each other, licensee counterparts i

and state officials, as appropriate.

Demonstrate the capabilities of senior Region III managers to i

transfer'and receive agency authorities, as appropriate, when.
