Dear Mr. Rodehau:

This confirms verbal authorization provided to your firm on December 2, 1992 to commence work under Task Order No. 20 on that date with a temporary ceiling of $8,000.00.

In accordance with the task order procedures of the subject contract, this letter definitizes Task Order No. 20.

This effort shall be performed in accordance with the enclosed statement of work, the Contractor's technical proposal dated January 20, 1993, and the following telephonic changes of February 3, 1993:

Decrease M&S Overhead from 2% to 1.8%

Decrease G&A from 10.3% to 10.2%

Reduce the total estimated cost of ETM Intercompany Work Order from $7,398.00 to $7,391.00 Reduce subcontractor costs from $8,652 to $8,574 Reduce the fixed fee from $3,943 (10%) to $2,829 (7.2%)

Based on the above changes, adjust the total proposed estimated cost plus fixed fee from $43,368 to $42,127.

TASK ORDER 20, MODIFICATION 1

" FUEL CYCLE LICENSING TECHNICAL ASSISTANCE" TECHNICAL SUPPORT FOR THE RULEMAKING FOR THE CERTIFICATE OF COMPLIANCE FOR PACIFIC SIERRA NUCLEAR

1.0 Background

As a result of the CRGR meeting held on December 18, 1992 and a subsequent conference call with CRGR members, we have received substantial technical comments.

In parellel, we are also in the arocess of implementing the release the proprietary information used in the review process" decisiontoy'nerallicenseapplication.

for VSC-24 ge 2.0 Work Required Technical assistance is required from SAIC to assist the NRC in resolving the technical matters raised by CRGR.

In addition, SAIC will need to revise the Safety Evaluation Report (SER) to the Topical Report of 1991; the SER, Safety Analysis Report (SAR); and the Certificate of Compliance of May,1992 to incorporate all of the CRGR technical comments as well as revisions to release the relevant proprietary information used during the review.

The contractor will provide one project manager, and four technical support professionals who are familiar with the PSN application.

In addition on administrative support person is needed.

3.0 Schedule The reports for this task should be provided to NRC by March 31, 1993.

4.0 Task Reports The reports that need to be provided under this task are as follcws:

1) Revised SER to Topical report of 1991
2) Revised SER, SAR and Certificate of Compliance of May,1992.

5.0 Travel The travel that is anticipated for this task consists of 3 trips for 4 people (total of 12) to Rockville, Md..

All of this travel is expected to be local 6.0 NRC Furnished Material The NRC will provide the contractor copies of any CRGR technical comments.

7.0 Completion Date The completion date for this task should be extended from January 8, 1993 until April 30, 1993.

8.0 Level of Effort The estimated level of effort for this modification is 8 staff weeks.
