LICENSED OPERATOR REQUALIFICATION EXAMINATION In a -letter to James L. Caldwell on October 13, 1992, you requested an exemption from the requalification written examination administered l
by the U.S. Nuclear Regulatory Commission (NRC) before your license renewal on December 6, 1993. The basis for the request was that you have prepared and administered all of the written requalification examinations required as part of the Cornell requalification program, and that consequently you have been exempted from taking the written examinations.
The NRC considered your request and supporting information. However, the information you submitted does not constitute a basis for granting you an i
exemption.
In Section 55.57(b)(2)(iv) of Title 10 of the Code of Federal Reaulations, the NRC requires, as a condition of license renewal, that the licensee has passed a comprehensive requalification written examination and operating test administered by the Commission during the term of the 6-year license. -The fact that you have prepared and administered all of the written requalification examinations at your facility does not serve as a basis for granting an exemption from this regulation. While standard ES-606 of NUREG-1021, " Examiner Standards," Revision 6, suggests where possible, the requalification examination be developed and administered by an examination-team consisting of one or more NRC examiners and one or more facility representatives, the standard also allows the facility to choose an examination administered solely by the NRC.
If requested, the NRC staff will independently prepare and administer the comprehensive requalification examination.from materials supplied by your facility.
Therefore, the request for exemption from the NRC-administered requalification examination is denied.
