..d Commissioner Curtiss' comments on SECY-92-425:

I approve use of the enhanced Performance Indicator Report, subject to two recommendations regarding the terminology used in Figure 2 (page 1-2 of Attachment 1):

e The column headings "Below/Above", in the display of

" Deviations From Peer Group Median" can be confusing.

For example, the term "Below", because it implies a lesser amount, could incrocerly be interpreted to mean that a plant deviates from its peer. group average because it has experienced fewer events, rather than the intended meaning which is that it deviates from the peer group because it has experienced more events than its peers.

On page 2-3 of Attachment 2, the staff, in its explanation of this display, indicates that performance worse than the median will be displayed to the left and better than the median to the right.

The potential for confusion would be minimized by adopting the " Worse /Better" terminology in Figure 2 in place of "Below/Above'"

Plant self-trends are measured over nominal intervals of time that are shorter than those used for measuring deviations from peer group medians.

My understanding is that the nominal interval for self-trends was chosen to provide a short-term measure of plant performance trends since the last senior management meeting (SMM),

including about one quarter of overlap with the data presented at the last SMM to provide a frame of reference.

The nominal interval for the deviation calculations is generally twice as long as that of the self-trend to provide a longer term indication of a plant's performance relative to its peers.

difference should be clearly stated somewhere in Figure 2.

I would leave it to the staff's discretion as to how best to accomplish this.
