The Commission, by a 5-0* vote, approved an order in response to two Motions to Stay the issuance of the full power license by B.

Irene Orr and D.I.

Orr, and a Petition to Intervene by R. Micky

[

Dow and Sandra Long Dow.

The order denied both the Stay Motions and the Petition to Intervene.

(Subsequently, on April 6, 1993, the Secretary signed the Order.)

II.

Comanche Peak Unit 2 Full Power Operatinc License i

The Commission, by a 5-0* vote, authorized the Director of the Office of Nuclear Reactor Regulation to issue a full power l

license for Comanche Peak Unit 2.

  • Section 201 of the Energy Reorganization Act, 42 U.S.C. Section 5 8 4 :'., provides that action of the Commission shall be determined-by a " majority vote of the members present."

Commissioner de Plangue was not present when this item was affirmed.

Accordingly, the formal vote of the Commission was 4-0 in favor of the decision.

Commissioner de Planque, however, had previously indicated that she would approve this paper and had she been present she would have affirmed her prior votes.
