PROPOSED IMPOSITION OF CIVIL' PENALTY - $ 500 This is to inform.the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount _of $ 500 will be issued on or about March 30, 1993 to Standard Nuclear Consultants,

Ltd. of Elburn, Illinois.
Standard-Nuclear holds a license issued by the State of Illinois that authorizes certain service activities (instrument calibration, leak and shutter tests,'and contamination surveys). Standard Nuclear Consultants failed to notify the NRC on at least 75 occasions from February.18 to December 31, 1992, when work was performed in NRC-regulated states.
These failures
+
constitute a Severity Level III violation of 10-CFR 150.20.
The civil penalty adjustment factors were considered. The base penalty 1
was escalated because the NRC identified the violation (50%) ' and the multiple occurrences of the violation (100%).
However, these increases were offset by mitigating for the licensee's corrective ~
actions (50%) and for the licensee's past good performance (100%).
It should be noted that the licensee has not been specifically -
informed of the enforcement action.
The schedule of issuance and notification is:
Mailing of Notice March 30, 1993 Telephone Notification of Licensee March 30, 1993 The State of Illinois.will be notified.
The licensee has thirty days from the date of the Notice in which 4
to respond.
Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
