- RESOLUTION OF THE ISSUES RELATED TO REACTOR VESSEL WATER LEVEL INSTRUMENTATION IN BOILING WATER REACTORS" (TAC NO. M84279)
Mer acknowledges receipt of your response to Generic Letter (GL) des September 28, 1992. GL 92-04 was issued by letter dated
, 1992, to all operating Boiling Water Reactor (BWR) Licensees.
.etter 92-04 requested licensees to promptly assess the impact on
.aci1 ties of potentially erroneous level indication due to non-4
+ ansible gases, and to implement compensatory measures and long term
. corrective actions as necessary.
We find acceptable:
(1) Detroit Edison Company (Deco) review and acceptance of the BWR Owners' l
Group (BWROG) generic analysis as being applicable to the Fermi-2 facility.
4 (2) The BWROG in a letter dated August 12, 1992, provided its schedule and plans for actions to address postulated errors in BWR water level instrumentation.
It is our understanding that Deco endorses that plan for the Fermi-2 facility.

In a letter dated August 19, 1992, the BWROG's Emergency Procedures Committee provided guidance for operator action in the event of level indication errors due to non-condensible gases during reactor pressure vessel (RPV) depressurization. We understand that you have endorsed this 1
guidance for fermi-2 and have sensitized your operators to these potential errors consistent with the BWROG guidance.
1 (4) You have committed to implementing long term corrective actions which would include plant modifications during RF0 4 for Fermi-2, currently scheduled to begin in March of 1994. We find this schedule acceptable. f i

On October 23, 1992, the BWROG approved refined operator guidance developed.by the Emergency Procedures Committee, sent to your Operations Superintendent on October 16, 1992, for response to instrument errors due to non-condensible gases. We feel that this guidance provides appropriate information for i
operators to adequately identify and deal with potentially. inaccurate RPV level instrumentation, and expect that this or equivalent guidance, has been incorporated into your station operations.
