i Gentlemen:
!~
NRC Generic Letter (GL)
No.
92-06,
" Operator National j
Examination Schedule,"
dated -September 16,
-1992,
' requested j
licensees to voluntarily submit updated schedules for licensed; operator examinations.
Philadelphia Electric Company's. (PECo's)
(.-
response to GL No. 92-06, dated October 28, 1992," ' included' the l
l proposed schedule for licensed. operator examinations'at Limerick Generating Station (LGS), Units 1 and 2.
^
j Attached is a revised -response to GL No. 92-06 'for LGS, Units'
{
1 and 2,.
i~.e.,
a revised NRC Form' 536',
" Operator. Licensing Examination Data." Specifically, this revised response changes the'
~
l scheduled-requalification examination dates (i.e.,
Part B,
-i j
" Proposed Requalification Examination Schedule," of NRC Form 536) l' for LGS reactor operators and senior reactor operators such that LGS requalification examinations for these - operators.will be conducted in the ' October / November.timeframe for the. NRC Fiscal:
Years (FYs) 19S4 chrough 1996.
As indicated in ths-' Attachment, i
this schedule change does not affect the requalification l
examination dates for the senior reactor operators limited to fuel i
- handling, j
i This change of scheduled requalification examinations from a l
January / February to an October / November'timeframe'is required to eliminate licensed operator schedule and resource conflicts with LGS refueling. outages which are also currently scheduled-for the l
l January / February timeframe.
With both IES Unit 1 and-Unit 2-on a.
i 24 month refueling cycle, ; this ; scheduls change provides -for; j
separation of these activities in the future.
An evaluation;of1 i
this schedule change against the ~ requirements of ~ 10CRF55 is' l
provided below.

10CFR55.59 requires that each licensee successfully complete a requalification program conducted for a continuous period not to exceed 24 months in duration; and to pass a comprehensive written requalification examination and an annual operating examination.
The rescheduled requalification examinations (i.e.,
both written and operating) at
- LGS, Units 1
and 2,
comply with these requirements.
Both biennial written and annual operating examinations were conducted at LGS in January 1992.
As indicated in the Attachment, both biennial written and annual operating examinations are scheduled to be conducted again in October / November 1993 (i.e., the biennial written requalification
{
examination is scheduled to be conducted prior to January 1994, and the annual operating examination is scheduled to be conducted in the calendar year of 1993).
f The annual operating examination had previously been rescheduled from January / February 1993 to April /May 1993 to avoid a schedular conflict with the recently completed LGS Unit 2 second refueling outage.
This schedule change was indicated in our i
revised response to GL No.
91-12,
" Operator Licensing National r
Examination Schedule," dated August 7, 1992, and in our original l
response to GL No. 92-06 dated October 28, 1992.
10CFR55.57 requires that each licensee pass an NRC administered comprehensive written requalification examination and annual operating examination during the six (6) year term of the operator license as a prerequisite for license renewal.
As indicated in GL No. 92-06, each year the NRC updates the National Examination Schedule (NES) and requests that licensees provide updated projections of the number of candidates to be tested each year to plan its resources for conducting NRC administered examinations.
No NRC administered written requalification examinations or annual operating examinations are required to be conducted at LGS in NRC FYs 1993 through 1995 for any licensed reactor operator or senior reactor operator to comply with the requirements of 10CFR55.57.
Therefore, conducting requalification examinations at LGS as rescheduled in the October / November timeframe does not adversely impact NRC Region I resources, j
This change in licensed reactor operator and senior reactor operator requalification examination dates from the NES specified in Enclosure 2 to GL No. 92-06 for LGS (i.e.,
from January to October) has been discussed with Mr. R. J.
Conte, Chief - Boiling Water Reactor Section,
- USNRC, Region I,
and has been found l
acceptable.
This notification of a change to the NES is being l
provided as indicated in our revised response to GL No. 91-12 dated August 7, 1992.
