NRC INSPECTION REPORT NOS. 50-334/93-01 AND 50-412/93-01

This letter transmits the repc:t of the resident safety inspection by Messrs. L. Rossbach and

P. Sena at the Beaver Valley Power Station in Shippingport, Pennsylvania. The reporting

period covers from January 26 to March 1,1993. The inspection consisted of document

reviews, interviews, and observation of activities important to public health and safety. The

findings were summarized and discussed with Messrs. D. Spoerry and G. Thomas and other

,

members of your staff at the conclusion of the inspection.

Overall, we found that the plants were operated safely and conservatively. Your staff's

,

pursuit of an industry experience repon associa'ed with an unanalyzed release path reflected

an excellent safety perspective. Operator action in response to plant transients, specifically

the Unit 2 safety injection, continues to be very good. However, an apparent violation was

identified for failing to follow procedures during a resin flush evolution. This contributed to

an inadvertent reduction in boron concentration for the Unit 1 IB boric acid tank, which was

.

less than one percent below specifications, but was promptly recognized and restored within

seven hours. Performance during this incident was not typical of the strong procedure

'

adherence and questioning attitude previously demonstrated by your staff.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice of Violation. In accordance with 10 CFR 2.790 of the NRC's " Rules of

Pactice," a copy of this letter and its enclosures will be placed in the NRC Public Document

Room.
