50-328 SEQUOYAH NUCLEAR PLANT (SQN) - NRC LICENSING COMMITyr*"' TO SUPPORT REQUEST FOR LICENSE AMENDMENT TO TECHNICAL SPECIFICA, ilS (TS) - SPENT FUEL STORAGE POOL CAPACITY INCREASE This letter is in response to your verbal request for a commitment to veri"y clearances between the spent fuel pool storage racks after an Operating Basic Earthquake (OBE).

Note: OBE = 1/2 Safe Shutdown Earthquake (1/2 SSE).

TVA agrees that the commitment should be made and will submit a revision request in accordance with Site Standard Practice-

- 4.2 (Management of the Final Safety Analysis Report) to revice Section 3.7.4.4.4 (Plant Inspection) of the Updated Final Safety Analysis Report (UFSAF) to add the following:

"The gap clearances between peripheral storage racks and.the spent fuel pool wall will be measured to ensure adequate clearances remain.".This revision request will be made no later than June 30, 1993.

Additionally, you requested information that would indicate how responsible organizations would be directed to perform the above examination in the event of a 1/2 SSE.

Abnormal Operaring Instruction (AOI) - 9, (Earthquake), revision 14, requires ope ators to initiate cold shutdown of the unit if an earthquake exceeds 1/2 SSE.

Section K, of AOI - 9 further requires the unit to remain in cold shutdown until the UFSAR evaluation is complete.

The enclosure provides a list of the commitment made as a result'of this submittal.
