Dear Mr..llickey:

l' Enclosed is an analysis demonstrating the seismic capability of Class I components at the Claiborne Enrichment Center (CEC). The enclosed initial seismic analysis demonstrates the seismic adequacy of autoclave heater instrumentation and control (I&C) components.-

This initial analysis relies on information provided by the Senior Seismic Review and Advisory Panel (SSRAP) of the Seismic Qualification Utilities Group (SQUG). SQUG-review methods for seismic adequacy have been accepted by the NRC (specifically for use on nuclear power plants which were licensed approximately 1972 or before). This -

seismic analysis effectively demonstrates the adequacy of the I&C design.

t As the design progresses from the initial to the final stage, the initial seismic analysis will also be updated into a final " seismic qualification." The final design will preserve the seismic capability of the components, and will be qualified consistent with IEEE ~ :4, "IEEE Recommended practices for Seismic Qualification of Class 1E Equipment for Nuclear Power Generating Stations",1987 Edition.

This analysis, along with the information provided in LES' letter dated March 29,1993, completes the supplements to LES' letter dated December 10,1992, regarding a

l classification of structures, systems, and components, t
