NRC INSPECTION REPORT NO. 70-1257/93-01 During the period of February 4-11, 1993, and telephone conversation on February 26, 1993, Mr. C. Hooker and Mr. N. Mamish of this office conducted a routine inspection of the activities authorized by NRC License No. SNM-1227.

At the conclusion of the inspection, Mr. C. Hooker and Mr. N. Mamish discussed the findings with members of your staff identified in the enclosed report.

Areas examined during this inspection are described in the enclosed inspection report.

Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations of activities in progress.

Based on the results of this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice of Violation (Notice). The first violation involved the failure to calibrate Surface barrier Detectors used for counting routine and special air samples.

The nature of the violation indicates the need for increased health physics management involvement in the area of iiistrument calibration procedure development and additional technical oversight.

The second violation involver the failure to post entrances to buildings in which radioactive materials were used, stored. or handled. The violation is not being cited because the criteria specified in Section VII.B of the

Enforcement Policy were satisfied.

You are repired to respond to this letter and should follow the instruc'1ons specified in the enclosed Notice when preparing your response.

In your response, you should document the specific actions taken for each violation and any additional actions you plan to prevent recurrence. Aft >r reviewing i

your response to this Notice, including your prcposed corrective actions and the results of future inspections, the NRC will determine whether further NRC enforcement action is necessery to ensure compliance with NRC regulatory requirements.
