THE FIRST TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM FOR THE VIRGIL C. SUMMLR NUCLEAR STATION, UNIT N0. 1 (TAC N0. M83819)

By letters dated January 2S, 1982, November 10, 1982, May 23, 1983, September 27, 1984, and December 6,1984, South Carolina Electric & Gas Company (SCE&G) submitted its Inservice Inspection (ISI) Program for Virgil C.

Summer Nuclear Station, Unit No. 1 (Summer Station), for the First Ten-Year Interval.

By letter dated January 28, 1992, the Nuclear Regulatory Commission l

issued its Safety Evaluation (SE) related to the ISI Program. This SE identified 11 of the 16 relief requests as acceptable and I as not being i

required.

The remaining four requests, 1-Press-4, 1-Pipe-2, 2-Pipe-1, and 2-Pipe-2 were not granted. The staff's conclusion was that your program must be modified before final ac!:eptance.

By letter dated June 10, 1992, SCE&G submitted its response to address the l

concerns raised in the January 28, 1992, SE regarding the ISI program plan.

Relief Request 1-Press-4 was withdrawn and additional information was supplied for Relief Requests 1-Pipe-2, 2-Pipe-1, and 2-Pipe-2, including a list of welds that supersedes any previous list of welds associated with these relief requests. The staff has concluded that, as specified in the above relief requests, the American Society of Mechanical Engineers (ASME) Code required examinations pursuant to 10 CFR 50.55a(g)(6)(i) are impractical to perform and that relief may be granted.

The staff has determined that granting relief pursuant to 10 CFR 50.55a(g){6) is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon SCE&G that could result if the requirements wer-imposed on the facility.

The staff has further concluded that your IS'. program, including the relief requests, will provide reasonable assurance of operational readiness.

in its response dated June 10, 1992, allows the staff to adopc in full the evaluations contained in the Technical Evaluation Report (TER),

No. SAIC-84/1658, prepared by the staff's contractor, Science Applications International Corporation. This TER was previously issued with the January 28, 1992, letter and is hereby incorporated by reference. This letter grants relief requests 1-Pipe-2, 2-Pipe-1, and 2-Pipe-2.
