March 12, 1993 Project No. 672 Mr. Peter M. Williams, Director HTGR Division Office of Advanced Reactor Programs U.S. Department of Energy, NE-451 Washington, DC 20585

Dear Mr. Williams:

SUBJECT:

REQUESTED REVIEW 0F TWO NRC DOCUMENTS CONTAINING APPLIED TECHNOLOGY CLASSIFIED MATERIAL ON THE MODULAR HIGH-TEMPERATURE GAS-COOLED REACTOR (MHTGR) DESIGN Enclosed are two documents written for the Nuclear Regulatory Commission (NRC) by a contractor which relied on informttion in documents submitted by the Department of Energy (DOE) on the MHTGR design and classified " Applied Technol ogy. " We are preparing to issue these documents to the public as part of our review of this design; however, the Applied Technology label states that " distribution by any holder of this Document or of Other Data Herein to Third Parties Representing Foreign Interests... Shall be Approved by" DOE.

Because public access to these two NRC documents may include foreign interests, we are requesting that you have these documents reviewed to determine if there is any " Applied Technology" information on the MHTGR design in the enclosed NRC documents which should not be provided to the public.

To meet our schedule to issue these documents, we request that you provide your comments concerning the " Applied Technology" information in these documents within two weeks of receipt of this letter. We also request that you provide these comments by letter listing the specific sentences and paragraphs of these two documents that should not be provided to the public.

This is not a request for your review of the technical merits and conclusions of these reports on the MhTGR design.

These reports are only being provided to you at this time and will not be sent to the NRC public doctimera room as part of this letter.
