Maren 18, 1993 Mr. D. T. Gibbons Department Manager 3M Ceramic Materials Department 3M Center Bldg. 225-4N-07 St. Paul, Minnesota 55144-1000

Dear Mr. Gibbons:

We have received your letter of January 15, 1993, and Mr. Licht's letter of January 22, 1993.

In your letter you commented on the January 7,1993, meeting on fire barriers. We will appreciate receiving the supplemental data relating to the performance of your fire barrier system that you committed to submit under a separate cover. This data will assist the staff with its on-going evaluation and review of the effectiveness of fire barrier systems used to separate redundant trains of safe shutdown trains within the same fire area.

In Mr. Licht's letter he expressed some concerns associated with functionality testing and proper cable selection (aged versus new) to be tested in the fire barrier system during the fire endurance test.

These concerns are being considered as comments on the proposed U.S. Nuclear Regulatory Commission's (NRC) staff position on fire test acceptance criteria and will be addressed as part of our response to public comments.

During the January 7,1993, meeting we indicated that the NRC staff has not completed its re-assessment of fire barrier systems. The NRC has no information that indicates that other fire barrier sgtems are susceptible to the same concerns that we have with regard Thermo-Lag. However, in order to assure that we have confidence in the various fire barrier systems used in nuclear power plants to separate safe shutdown trains within the same fire area, we will review certain aspects of all these fire barrier systems as part of our current efforts.

J Sincerely, 0FJGML pt!g ggg,ggg Ashok C. Thadani, Director Division of System Safety and Analysis Office of Nuclear Reactor Regulation cc:
