Dear Mr. Chernoff:
The U.S. Nuclear Regulatory Commission staff has completed its review of the "Lowman, Idaho, Draft Completion Report" dated September 1992, transmitted to us by your letter dated January 8, 1993. Our review is documented in the enclosed draft Completion Review Report, which discusses the NRC staff's evaluation of the Department of Energy's completion of remedial action at the Lowman site in accordance with the requirements of the Remedial Action Plan and the Remedial Action Inspection Plan. Based on our review, the NRC staff has identified several open issues in geotechnical engineering, groundwater hydrology, and radiation safety. The open issues need to be resolved in the final Certification Report in order for the NRC to concur in the completion of remedial action at the Lowman, Idaho, site.
