Dear Mr. Varin:
I am responing to your January 13, 1993, letter to Chairman Selin concerning your objection to the Nuclear Regulatory Commission's staff proposal to proceed with license termination at the United Nuclear Corporation's (UNC) site in Rhode Island. After receiving your letter, my staff arranged a meeting between UNC and State officials. This meeting took place on February 11, 1993. At the meeting, the Rhode Island officials present agreed that there was a possibility that the nonradiological contamination at this site could be regulated under the rules of the State.
As follow-up to this r
meeting, a conference call between yourself and John H. Austin, of my staff, occurred on February 22, 1993.
In that conference call, it was agreed that NRC would work with the Rhode Island Department of Environmental Management to reach a mutual agreement regarding the regulation of the groundwater nitrate pl ume.
The NRC staff has put a hold on their actions to terminate the license pending an agreement between the State of Rhode Island and UNC regarding the residual contamination at the Wood River Junction Site.
