(b) letter, H. Tracy, Yankee Atomic Electric Company to M. Fairtile, U.S. Nuclear Regulatory Commission, dated March 5,1993
Subject:
USE OF DECOMMISSIONING FUNDS
Dear Mr. Fairtile:
In Reference (b), Yankee Atomic Electric Company (YAEC) requested that the Nuclear Regulatory Commission (NRC) approve YAEC's use of decommissioning funds for the planned removal of the steam generators, pressurizer, and reactor internals. In subsequent conversations with the NRC, the Staff indicated that additional information was required regarding the 53 million cost estimate for returning the Yankee Nuclear Power Station (YNPS) to a SAFSTOR condition during the planned component removal project.
In response to the Staff's need for additional information, we are providing the attached table which identifies the scenario used to determine the maximum estimated cost of returning YNPS to a SAFSTOR condition during the planned component removal project and the estimated cost for each step of the scenario.
l' As stated in Reference (b) and as indicated in the attached table, the estimated cost for placing YNPS into a SAFSTOR condition is $3 million, including a 50% contingency. The YNPS decommissioning trust fund balance is 574.6 million (as of the end of February 1993).
We anticipate that at no time during the planned component removal project will the_
balance of the trust fund be less than that amount.

i trust that the information provided satisfies your needs for review and approval of our March 5,1992 request. It is critical to the project that NRC approval be granted by April 16,1993, as substantial payments to the Southeast Compact and contractors must be l
made at that time. YAEC's goal continues to he to conduct the planned component i
removal project in a safe and economical manner. To that end, it is important that decommissioning trust funds, rather than operating and maintenance monies be used for these legitimate decommissioning activities. Therefore,if you should have any questions regarding the information provided, please call me immediately at 508-779-6711.
?
