Dear Mr. Robinson:
Enclosed is a letter dated February 23, 1993, from Nuclear Metals, Inc. (NMI) of Concord, Massachusetts, requesting U.S. Government approval to re-export 15,000 kilograms of U.S.-supplied depleted uranium from the United Kingdom to the Sultanate of Oman.
NMI has a Nuclear Regulatory Commission license authorizing the export of depleted uranium to Royal Ordnance Specialty Metals, Ltd., in the United Kingdom for the manufacture of munitions. The license', XU08643, as amended, authorizes the export of 500,000 kilograms of depleted uranium in the form of metal and currently has an expiration date of December 31,1994. : The license j
is conditioned to prohibit the re-export of the depleted uranium from the 1
United Kingdom without prior United States Government permission.
Inasmuch as the depleted uranium metal has been manufactured into penetrators for 120 mm tank ammunition, we believe any ra-export approval should be under the jurisdiction of the Office of Defense Trade Controls. We are enclosing copies of the original export license and all subsequent amendments and pertinent correspondence.
