SUMMARY
- FEBRUARY 18, 1993, NRC/NUMARC PUBLIC MEETING TO DISCUSS PUBLIC COMMENTS ON THE NUMARC GUIDELINE FOR THE IMPLEMENTATION OF THE MAINTENANCE RULE (10 CFR 50.65)
The subject meeting was held at the NRC Headquarters Offices. The list of attendees is enclosed.
i The purpose of the meeting was to discuss the public comments received in response to the four specific quest;ons posed in the November 24, 1992, Federal Register (57 Fed. Reg. 55286) as well as Draft Regulatory Guide DG-1020, " Monitoring the Effectiveness of Maintenance at Nuclear Power Pl ants. "
The meeting included discussions on the organizations that had provided comments on DG-1020 and the four FRN questions. They were: Westinghouse Electric Corp., State of Illinois, Yankee Atomic Electric Company, Entergy, NUMARC, Northeast Utilities, Tennessee Valley Authority, Centerior Energy, Arizona Public Service Co., Cusolidated Edison, and the Office of Research (NRC). The NRC staff plans to have an analysis of the public comments placed in the PDR by mid-March 1993.
The NRC and NUMARC staffs also discussed several issues that had been submitted as proposed changes to the NUMARC guideline, 93-01, Revision 2A, dated January 1993, including maintenance preventible functional failures (MPFF), the definition of SSCs to be included under the scope of the rule, and other topics.
The proposed changes were generated as a result of the NUMARC verification and validation (V&V) effort for the guideline.
The NRC noted that some of these proposed changes should be reviewed by NUMARC for further clarification to ensure that the changes accurately characterized the issues addressed during the NUMARC V&V effort. NUMARC agreed to revisit the items discussed to assure the proposed changes were accurate and complete.
The NRC staff asked NUMARC to consider an addition to the NUMARC guideline which would suggest to licensees applying for a renewed license under 10 CFR 54.21 that licensees' maintenance activities should be implemented by operating procedures and reviewed by the onsite review committee.
