The NRC SALP Board has assessed the performance of activities at the Haddam Neck Plant,
for the period July 14, 1991, through January 9,1993. The results are documented in the
!
enclosed SALP Board Repon. We will meet with you and your staff to discuss the findings
.!
of this evaluation in the near future.

During this SALP period, the unit continued to be operated in a safe manner. This SALP
noted stronger performance in plant operations and safety assessment / quality verification,
reversing declining trends in these areas. This assessment also noted a performance decline
in emergency preparedness. Improvements are warranted in Operations Support Center
i
performance, in the timely development of dose projections, in the maintenance of the
!
emergency plan, in the completion of emergency preparedness training, and in the scope of
emergency plan audits.
At the SALP meeting you should be prepared to discuss our assessment, and your plans to
l
improve performance. The meeting is intended to be a candid dialogue wherein any
comments you have, regarding our report, are discussed. Additionally, you may provide
written comments within 20 days after the meeting. In accordance with NRC policy, this

meeting will be open for public observation.
