THE NRC INSPECTION OF INSERVICE TESTING OF PUMPS AND
VALVES AT CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1
AND 2 (NRC INSPECTION REPORT NOS. 50-317/92-31 AND
50-318/92-31
This letter refers to the NRC safety inspection conducted by Mr. H. Gregg and other
members of the NRC staff on December 7 - 11,1992, and January 11 - 15,1993, at the
Calvert Cliffs Nuclear Power Plant, Units 1 and 2. The inspection was conducted to
evaluate the programmatic and implementation aspects of your inservice testing of pumps and
valves in accordance with the recent NRC Temporary Instruction 2515/114. The inspection
was completed on March 5,1993, and included review of additional safety valve test

information that resolved several inspection concerns.
Inservice testing of pumps and valves has an important role in protecting the health and
safety of the public by ensuring that pumps and valves can perform their intended safety
functions. The inspection consisted of selective examinations of your inservice test program
and surveillance test procedures, witnessing of testing, review of test records, interviews
with personnel, and observations by the inspectors.
During the inspection, there were two instances where ASME Section XI Code requirements,
as endorsed by 10 CFR 50.55a, were not met. One involved the use of inappropriate
pressure gauges and the other involved an inadequate leak measurement. In accordance with
the enforcement provisions of 10 CFR 50, Part 2, Appendix C,Section VII.B, these
violations are not being cited, as they were isolated instances of minimal safety significance
and your actions were prompt and effective to preclude repetition.
