EMERGENCY PREPAREDNESS (EP) INSPECTION 50 443/93-03
On February 16-19, 1993, as described in the enclosed report, Mr. J. Lusher of this office
inspected the Seabrook emergency preparedness program. That inspection included interviews
and inspector observations, and selected procedure and record reviews. Preliminary inspection
.
findings were discussed with Mr. Gram and other members of your staff.
During this inspection, we noted that the Seabrook EP staff had been reduced to the normally _
prescribed size because the Seabrook Plan for Massachusetts Communities (SPMC) was no
longer required. We also noted that large scale station EP drills and exercises had been cut back
,
to one annual practice drill and the annual emergency exercise. Those staffing and drilling
!
levels meet NRC requirements. Further, your Emergency Response Organization and EP staff
have been found to be well qualified, and this inspection found effective overall EP program
implementation. However, because there were significant EP staffing and practice drill changes,
we believe that close management attention is indicated to assure that the present high level of
performance is maintained.
