License Change Application (LCA) 231 -
I Relocation of Fire Protection Technical Spicifications Attached is LCA 231 requesting amendment of Operating License NPF-1.
This LCA proposes to relocate those portions of the Trojan Technical Specifications (TTS) that are related to the Trojan Fire Protection Program to Topical Report PGE-1012. " Trojan Nuclear Plant Fire Protection Plan".
This LCA also proposes a revised Fire Protection license condition in the Operating License NPF-1.
Attachment I provides the description of the change, reason for the change, and the no significant hazards considerations determination. Attachment II is a copy of the TTS pages with the changes annotated. Attachment III is a copy of the Trojan Operating License with the standard Fire Protection condition annotated.
These changes are consistent with the Nuclear Regulatory Commission's guidance provided in Generic Letter 86-10 and Generic Letter 88-12.
It should be noted that Portland General Electric Company (PGE) has ceased operation of the Trojan Nuclear Plant (TNP) and the reactor has been defueled. An LCA has been submitted to amend the Trojan Operating License to a Possession Only License (POL). After NRC approval of the POL, PGE will revise PGE-1012 to reflect the permanently defueled status of the plant.
