Dear Mr. Chernoff:

We have reviewed Project Interface Document (PID) 05-S-52, dated March 3, 1993, which addresses the disposal of asbestos-contaminated materials at the j

Grand Junction Uranium Mill Tailings Remedial Action Project site. We understand that this PID supersedes PID 05-S-49, that we previously concurred i

l with by letter dated November 13, 1992.

In PID 05-S-49, the drums were to be crushed prior to disposal.

In a recent telecon, Jody Stelmach of your staff

(

indicated that PID 05-S-52 is intended to modify this procedure such that the i

empty drums will be placed vertically and intact, and filled with soil.

l However, PID 05-S-52 still refers to crushing the drums, both in the i

specifications and on Figure 02082-A.

Furthermore, the PID has been i

classified again as Class II, contrary to our conclusion that it be Class I (refer to our letter dated November 13, 1992).

The Department of Energy should submit a corrected version of PID 05-S-52 to our office as a Class I PID. The revised version should correct all references to crushing of transport drums.

In addition, it should include details of the subcontractor's proposed methods of drum placement and soil compaction around the drums. Upon receipt of the corrected document, we will continue our review of the PID.
