Charles MacDonald William Householder John' Jankovich Tom Matula Introduction A telephone conference was held on March 11, 1993, to discuss the Confirmative Action Letter of March 4,1993, dealing with the evaluation of the safety of packagings manufactured at Nuclear Containers, Inc. {NCI) in Elizabethton, Tennessee.
Discussion Mr. Householder stated that 576 units have been fabricated since 1989.
Approximately 60 units are used by Siemens in the U.S.,
the majority of the rest are used by overseas customers.
Mr. Householder described the quality measures which have been applied in the fabrication process.
Quality control of fabricated units is maintained by the use of jigs or fixtures which ensure proper fit-up of completed units for welding. Certified welders are used to perform welding operation and visual inspections for all welds. Wood blocks are kiln dried oak and of high quality. Foaming is conducted under controlled conditions with the presence of foam verified by visual inspection at vent holes.
Foam quality has been tested by Oak Ridge National Laboratory on three different occasions for density, strength and heat conductivity. NCI plans to include the test results in the evaluation of the packagings. Density of foam is determined by checking the container weight before and after the foaming operation.
This weight is recorded on the check-off sheet for each container.

Memorandum for The Files Mr. Householder also stated that none of the packagings had to be withdrawn

from service as a result of inspections conducted before each use.
i Maintenance hao been performed on about 50 to 60 containers. The maintenance involved painting and replacement of gaskets. No defective welds (cracks) i have been observed on any units during use. Mr. Householder also stated that two production units taken at random have been subjected to the destructive tests of 10 CFR Part 71 and continued to performed their safety function.

also stated that a number of packagings were involved in accidents, including accidents with fire.
In all accidents the packagings performed as designed.
NCI is compiling the accident reports as part of the packaging documentation.
l Six completed units are presently being held at the facility.
Mr. Householder l
stated that he will provide material traceability for these units based on visual markings on the various components. Material traceability is also available on other units once the markings are provided.
The staff indicated that these units are considered previously fabricated and, provided the report is acceptable, the units could be released. NCI is establishing material traceability for other previously fabricated units on a batch basis.
Specifically, NCI will develop two data bases which will identify the material by heat number for a particular batch of packagings. The fact that some of the components are marked makes it possible that in case of a recall, a batch can be recalled.
No new fabrication is to be conducted until procedures are 1
in place and training has been completed.
Mr. Householder indicated that the report concerning the safety of previously fabricated containers committed to in previous conversations and the Confirmative Action Letter would be completed in about two weeks.
