Dear Mr. Thorne:

Enclosed is an application for an export license (XSOUB721), recently received by the Nuclear Regulatory Commission, for the export of 8,734.5 kilograms uranium and 21,219.9 kilograms thorium contained in 13,361,241.00 kilograms of tantalum and columbium dried ore processing residues.

Thai Tantalum Co., Ltd, the ultimate consignee iss Thailand, will upgrade the tantalum and columbium values for resale on the metals market.

The uranium Lad thorium and all daugther products are trace elements only, and will not be used for any nuclear end tae.

We are attaching copies of maps which the applicant provided showing the location of the ultimate consignee's plant.

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable' criteria in the Atomic Energy Act of 1954.
