YANKEE ROWE INSPECTION REPORT 50-29/93-01
This refers to the safety inspection conducted by Messrs. B. Norris, N. Perry, and M. Fairtile
from January 25-28, 1993, at the Yankee Nuclear Power Station, Rowe, Massachusetts. The
inspectors focused their efforts on issues important to the health and safety of the public,
specifically since the issuance of the Possession Only License on August 5,1992, and based
their findings on observations of activities, interviews with personnel, and document reviews.
The results were discussed with Mr. N. St. Laurent, Plant Superintendent, and other members
of your staff.
Activities were generally found to be conducted safely, equipment was suitably maintained, and
safety analyses were comprehensive. The defueled Security and Emergency plans were found
to be appropriately translated into procedures, but some problems were identified with
administrative controls for your Certified Fuel Handler program. A non-cited violation was
identified concerning document control for the revised Technical Specifications, but enforcement
discretion was exercised because your corrective actions were prompt and comprehensive.
Finally, enforcement discretion was also exercised for two instances of missed Technical
Specification surveillances because of low safety significance, your corrective action, and they
are not applicable in the current plant configuration.
