Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the December 12, 1991, full-participation plume pathway exercise of the offsite radiological emergency response plans, site-specific to the Pilgrim Nuclear Power Station.

The Commonwealth of Massachusetts (including the Wellesley Reception Center), the risk communities of Carver, Duxbury, Kingston, Marshfield and Plymouth and the host communties of Bridgewater_and Taunton participated in the exercise.

The exercise report was prepared 3

by the Federal Emergency Management Agency (FEMA) in coordination with its Region I staff.

A copy of the report will be forwarded to the Commonwealth of Massachusetts by the FEMA Region I staff.

No deficiencies were identified during this exercise.

However, forty-four Areas Requiring Corrective Action (ARCA) were identified during the exercise.

In addition, forty-three planning issues identified during the exercise remain outstanding.

FEMA's Region I staff will monitor the status of corrective actions relative to all outstanding ARCAs and planning issues.

is FEMA's determination that there is reasonable assurance that appropriate measures can be taken to. protect the health and safety of the public in the event of a radiological emergency at the Pilgrim Nuclear Power Station.
