The U.S. Nuclear Regulatory Commission (the Commission) is considering issuance of amendments to the Virginia Electric and Power Company (the j
licensee), for the Surry Power Station, Unit Nos. I and 2, located in Surry County, Virginia.
ENVIRONMENTAL ASSESSMENT 4
Identification of Proposed Action:
The proposed amendments would revise Technical Specification (TS) to j
allow one of two service water flow paths to the main control and e'r 'acy l
l switchgear rooms air conditioning condensers to be removed from ser a i
i system maintenance. This is accomplished by specifying an Action State.. it j
for operable service water flow paths to the main control and emergency switchgear rooms air conditioning condensers governed by TS 3.14.C.
A Limiting Condition for Operation (LCO) permitting one train to be out of service for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to HOT SHUTDOWN and an additional 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> prior to COLD SHUTDOWN will be used in lieu of the requirements of TS 3.0.1.
The Need for the Probosed Action:
The proposed change is necessary to facilitate system maintenance without shutting down the plants as currently required by the TS.
Environmental Impacts of the Proposed Action:
The Commission has completed its evaluation of the proposed revisions to the TS to allow the removal of one of the above cited service water flow paths I

' from service for a limited period of time and has found them to be acceptable.
Without such operational flexibility, the current TS would require shutting i
down both Surry units, since both units share a common control room and air conditioning system.
Routinely; performing maintenance of this system will increase the reliability of the service water supply to the main control and emergency switchgear rooms' air conditioning condensers. Since an adequate l
supply of service water is being maintained by the redundant service water train, the existing analysis envelope remains bounding, hence there is not a j
significant increase in the probability or consequences of an accident.
No changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure. Accordingly, the Commission t
concludes that this action would result in no significant environmental impact.
With regard to potential non-radiological impacts, the proposed changes to the Technical Specifications involve systems located within the restricted area as defined in 10 CFR Part 20. They do not affect non-radiological plant effluents and have no other. environmental impact. Therefore, the Commission concludes that there are no significant non-radiological environmental impacts associated with the proposed amendments.
The Notice of Consideration of Issuance of Amendments to Facility dperatingLicensesandOpportunityforHearingwaspublishedintheFEDERAL REGISTER on December 10, 1992 (57 FR 58523). No request for hearing or petition for leave to intervene was filed following this notice.

. Alternatives to the Proposed Action:
Since the Commission has concluded that the environmental effects of the proposed action are not significant, any alternatives with equal or greater environmental impacts need nolt:be evaluated.
The principal alternative would be to deny the requested amendments.
This would not reduce the environmental impacts of plant operation and would result in no benefits to the public.
Alternative Use of Resources:
This action does not involve the use of any resources not previously' considered in the Final Environmental Statement for the Surry Power Station, Units 1 and 2.
Aaencies and Persons Consulted:
The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
FINDING 0F NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed amendments.
Based upon the foregoing environmental assessment, the NRC staff concludes that the proposed action will not have a significant effect on the quality of the human environment.
