4 Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission SUMMAP,Y OF NOMINATION FOR FEDERAL ENGINEER OF THE YEAR NRC's nominee serves as the Associate Director for Inspection and Technical Assessment (ADT), Office of Nuclear Reactor Regulation (NRR), at the U.S.

Nuclear Regulatory Commission where he is responsible for a staff of over 300 scientists, engineers, and administrative personnel. He oversees the technical review and special inspections of all safety issues for the 109 operating nuclear plants in the Uni ed States.

For over the past year, NRC's i

candidate has been actively involved in the challenging technical reviews of the license applications for new designs of the next generation of nuclear power pinnts.

He has developed extremely innovative techniques and approaches for reviewing these new designs consistent with the Commission's new licensing process. These approaches include the digital control systems and the human factors aspects of control room designs for the next generation of designs.

In his previous position, NRC's candidate served as the Regional Administrator for NRC's Region I office where he dired.ed the inspection and enforcement functions for the safe construction and operation of 31 nuclear power plants in the northeastern United States. He also directed NRC's efforts for 19 research reactors, 9 fuel facilities, and approximately 3000 materials 4

licensees.

During his tenure, he managed the agency's inspection and i

enforcement efforts for four highly visible nuclear power facilities:

Seabrook, Shoreham, Pilgrim, and Peach Bottom.

His efforts were recognized i

with the award of NRC's Distinguished Service Award.
