OF JANUARY 14, 1993 MEETING On January 14, 1993, the staff met with representatives of South Carolina Electric & Gas Company (SCE&G) and Westinghouse Electric Corporation (Westinghouse) to discuss a proposed interim plugging criteria (IPC) amendment for the Virgil C. Summer Nuclear Station, Unit No. 1 (Summer Station).

The IPC amendment would revise the criteria that require the plugging of a cracked steam generator U-tube, provided that the crack is in the vicinity of a tube support plate.

In the spring of 1993, Summer Station is scheduled to enter its last operating cycle before the steam generators are replaced.

Such an amendment might allow Summer Station to operate for this cycle without derating.

Westinghouse presented pulled tube data fror clants similar to Summer Station, and used this data to establish a relationship between the inspection results for the Summer Station steam generators and the underlying condition of the U-tubes in the tube support plate region. They then went on to discuss the detectability of defects in the tube support pit te region.

Westinghouse also presented data en crack growth, and correlated tube degradation to burst strength using pulled tube data.

They presented a tube repair basis requiring that projected leakage for the most limiting steam generator following a steam line break accident will be less than 1.0 gallon-per minute.

Westinghouse made a detailed presentation on crack morphology.

This part of the meeting was proprietary.

SCE&G discussed their steam generator inspection methods. They also discussed what they saw as the advantages of an IPC amendment; they referred specifically to reduced repair costs and the ability te continue to operate at rated power.
