1.0 INTRODUCTION

By letter dated September 16, 1992, Commonwealth Edison Company (Ceco, the licensee) requested an amendment to the Technical Specifications (TS) for Byron Station, Units 1 and 2, and Braidwood Station, Units 1 and 2.

The proposed change revises Section 6 to delete reference to superceded documents pertaining to the training of licensed operators.

2.0 EVALUATION The first proposed change would delete statements in sections 6.3.1 and 6.4.1 which require licensed operators, senior operators, and unit staff to meet the qualification and training requirements provided in Sections A and C of of the Merch 28, 1980, NRC letter to all licensees.

References to approved ANSI /ANS standards and to appropriate Regulatory Guides are retained.

Since the March 28, 1980, letter was issued, Title 10 of the Code of Federal Regulations, Part 55 (10 CFR 55) which governs operatcr training and qualifications has been revised.

In addition NUREG-1021, " Operator Licensing Examiner Standards," that provided guidance on the implementation of 10 CFR 55 l

requirements, was subsequently issued.

Based on the issuance of subsequent regulatory requirements which supercede the March 28, 1980, letter to all i

licensees and that reference to appropriate standards are retained, which is e

consistant with the new Standard Technical Specifications, the deletion is acceptable.

The second proposed change would delete the requirement in section 6.4.1 that the training program meet or exceed the requirements of Appendix A of 10 CFR 4

Part 55.

Since these TS were written, Appendix A of 10 CFR Part 55 has been incorporated into the body cf the regulations.

Therefore, reference to Appendix A is no longer correct.

requirement mandated by regulation is unnecessary. Therefore, the deletion of the Appendix A reference is acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Illinois State official was notified of the proposed issuance of the amendments. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
