An announced inspection of your reactor operation and safety surveillance programs was

conducted by Messrs. Stephen Holmes and Thomas Dragoun of this office, on February 10-

11, 1993, of activities authorized by NRC License No. R-2. Discussions of our findings -

were held by Messrs. Holmes and Dragoun with you and other members of your staff at the-

conclusion of this inspection.

.

- Areas reviewed during this inspection are important to public health and safety and are

described in the enclosed inspection report. The areas examined included: staffing, reactor

logs, operating procedures, operator requalification program, surveillances, control of

i

experiments, maintenance al design changes, and oversight. Within inese areas the

,

inspection consisted of observations by the inspector, selective exarainations of procedures

i

and representative records, and interviews with personnel.

Within the scope of this review we noted that written procedures and record keeping were

!

excellent. Safety Committee participation and oversight was good, and the detailed minutes

i

of committee meetings were noteworthy. No safety concerns or violations of regulatory

t

requirements were identified. No reply to this letter is required.
