DPR-42 50-306 DPR-60 Report of Plans for Alternate Provisions for Inoperable Electrical Penetration Fire Barriers This letter is provided to document our plans for the administrative control of electrical penetration fire barriers.
Our intentions were discussed with I
the Prairie Island Project Manager, Marsha Gamberoni, and we agreed to document the plans through this letter.
l In accordance with Section 3.14.G.1 of the Prairie Island Technical Specifications, all penetration fire barriers are required to be operable whenever the equipment they are protecting is required to be operable.
Technical Specification 3.14.G.2 requires that:
If Specification 3.14.G.1 cannot be met within one hour:
a) establish a continuous fire watch on at least one side of the affected penetration (s), or b) verify the OPERABILITY of the fire detectors on at least one side of the inoperable barrier and establish an hourly fire watch.
Restore the inoperable penetration fire barriers to OPERABLE status within 7 days or submit a special report to the Commission within 30 days outlining the cause of the inoperability and the plans and schedule for restoring the barriers to OPERABLE status.

During the current construction phase of.our Station Blackout / Electrical Safeguards Upgrade Project it is necessary to either create new electrical 1
penetrations or open existing electrical penetration fire barriers.
While these penetrations are open we establish a continuous fire watch on at least one side of the affected penetration. At the end of the shift we reestablish I 0 9303110189 930308J' '10 03)

Although we therefore are not technically exceeding 7 days with inoperable i
fire barriers (since they are made operable again each night), we thought it prudent to inform you of this practice. We estimate that we will continue this practice for this project for several more months.
