LOW-LEVEL RADI0 ACTIVE WASTE PROGRAM MANAGEMENT PLAN The enclosed Low-Level Radioactive Waste (LLW) Program Management Plan is forwarded for consideration and approval in response to direction received in Mr. Knapp's memorandum of September 14, 1992. The Management Plan describes the Program's background, goal, objectives, scope, and activities designed to execute Nuclear Regulatory Commission responsibilities in this l
area. This plan's focus is on developing and implementing a regulatory l
framework for disposal of LLW. The plan also recognizes that States are having difficulty siting and licensing new disposal facilities and that storage of LLW will likely be increasingly relied upon, for the management of LLW. The plan recognizes.that the future may be different from what is planned and has a means for redirecting our eff in r gp.onse to the national program.
