Dear Mr. Metcalfe:

This letter is in response to your letter dated January 25, 1993, to Chairman Selin.

In that letter you put forth a proposal for storage and disposal of nuclear waste along submarine trenches.

I appreciate your interest in this difficult, but very important subject.

As you may be aware, the U.S. Nuclear Regulatory Commission is an agency responsible for developing regulations for the protection of public health and safety and for licensing of high-level and some low-level radioactive waste disposal under these regulations.

Because NRC is a regulatory agency, the development of new storage and disposal technologies is outside the overall mission of the age cy.

The U.S. Department of Energy (00E) is the agency generally involved in the development of storage and disposal technologies; therefore, a copy of your letter and proposal has been forwarded to the DOE.

You can address any specific inquiries, you might have, to:

Dr. Joseph Coleman, Acting Director Division of Technical Support Office of Waste Operations U.S. Department of Energy Trevion II Mail Stop EM-35 Washington, D.C. 20585-0002 (301) 903-7410 In your letter, you expressed your understanding that there are no long-term solutions to the storage and disposal of certain long-lived radionuclides.

Please bear in mind that the technology of disposing of low-level radioactive waste in near-surface disposal facilities has been successfully used, within this country, for a long time.

Further, DOE is currently investigating the suitability of use of a deep geological repository as a disposal technique for high-level waste.

Again, thank you for your interest in this matter.

Sincerely, OrPAct siyty ikbM P.

Robert M. Bernero, Director Office of Nuclear Material Safety and Safeguards Ticke+ (ED0-8530)
