Dear Mr. Thomas:

Enclosed is a completed Event Rating Form for an event at Three Mile Island, Unit I. The event involved the unauthorized entry into the plant protected area by an intruder. This event was considered "out of scale" beccuse the circumstances of the event could not lead to radiological consequences and because only non-safety related equipment could have been directly affected. LANCE O E A PRESS RELEASE WAS MADE (IF YES, PLEASE ATTACH IT) E Q SHORT DESCRIPTION OF THE EVENT:" On February 7,1993, a Site Area Emergency was declared at the Three Mile Island fiuclear plant after an intruder drove his station wagon through a protected area fence and crasned into a turbine building roll-up coor. After a 4-hour searcn, the unarced intruder was apprehended beneath the Unit 1 main condenser by site security and turned over to the Pennsylvania State Police. The intruder had recently been released from a psychiatric ward of a local hospital. The vital areas of the plant, incluaing the control room, remained locked throughout the event and were not penetrated by tne intruder. The State Police apprehended the intruder and escorted him off-site at about 11 a.m. Plant officials are conducting a thorough inspection of all plant systems to ensure the intruder had no impact on the plant. ~ The intruder was found under the plant's condenser, a non-nuclear system in the plant. The State Police are conducting an interrogation of the intruder. i vital areas of the plant were locked and protected while the j intruder was in the plant.
