Office of Nuclear Reactor Regulation Items of Interest Week Ending February 26, 1993 Comanche Peak Steam Electric Station (CPSES) - Unit 2 Unit 2 is currently in Mode 5 with a bubble in the pressurizer. The licensee estimates initial criticality will occur on March 15, 1993. Critical path items for achieving startup are repair of a residual heat removal (RHR) pump l discharge motor operated valve (MOV) and calibration of the digital rod position indication (DRPI) equipment. The RHR discharge valve spring pack cover was damaged during valve disassembly to repair minor leakage. The cover was damaged when the packing blew out during disassembly due to the presence of residual pressure in the system. The licensee is reviewing the maintenance procedure and the system tag out to determine the cause of the event. The licensee replaced the DRPI panel due to erroneous rod position indications and is currently calibrating the replacement panel. The cause of the errone-ous indications, initially thought to be crimped connectors, is still under investigation by the licensee. On February 19, 1993, Citizens for Fair Utility Regulation (CFUR) fil-J a petition for late intervention to reopen the CPSES operating license hearings. The petition cited continued concerns with the Thermo-Lag fire barrier system as sufficient cause to prevent the issuance of a full power license for Unit 2. 0GC is preparing a response to the petition. The Comanche Peak oversight panel will meet in Region IV on February 25, 1993, to discuss the status of the licensee's ongoing startup activities. The panel will also discuss the material to be presented by the staff at the full power operating license Commission meeting, currently scheduled for March 15, 1993. Brunswick. Units I a.nd_2 Based on discussions between licensee management and Region II, the date for the start of the NRC Operations Readiness Assessment Team (0 RAT) Inspection has been delayed I week to March 15, 1993. The expected date for restart of Unit 2 has similarly been changed to April 5,1993. The next Restart Status Meeting will occur on March 2,1993, at the Brunswick site. The licensee has completed its self-assessment of readiness for restart. The report by the Nuclear Assessment Department has identified three startup issues and several near-term, post-startup issues. The basic concerns in the report center on the areas of management and supervisory involvement in the preparation for evolutions, operator awareness of causal effacts before reacting to changing conditions, and the defining of the scope, schedule and coordination of maintenance work activities. The staff will continue to follow the licensee's evaluation and resolution of these items. The Unit 2 containment integrated leak rate test is scheduled to begin on the evening of February 24, 1493. 2 Meetino with Babcock & Wilcox on STAR Dioital RPS Uoorade On February 22, 1993, members from the Instrumentation and Controls Branch, Division of Reactor Controls'and Human Factors, and the Oconee Project Manager, met with Babcock & Wilcox (B&W) to discuss their proposed topical report on the design of a new digital reactor protection system (RPS) module, called STAR, that is _ intended to replace outdated analog RPS components. B&W described the STAR system design and future plans for demonstration testing of a prototype module at the Oconee Plant. B&W has incorporated features in the design which address previous staff questions regarding analog to digital retrofits. They plan to submit the topical report around June 1993 with the intent that a referencing licensee be able to install the STAR system under the provisions 10 CFR 50.59 once the topical report receives staff approval. Meetinos attended durino the week of February 15. 1993 Members of the Containment Systems and Severe Accident Branch, Advance Reactors Project Directorate, and Civil Engineering and Geosciences Branch, met with members of Duke Engineering Services and ABB to discuss severe accident issues associated with System 80+. It appears that most issues are well along the path to resolution. We expect a revised submittal by March 15, 1993. The issue of hydrogen control is not as clearly defined. ABB has committed to clearly define the role of hydrogen igniters and their effect on the containment environment. The staff indicated that this was necessary in order to evaluate the number and placement of the igniters. The staff does not foresee this as a major problem. Meetino with NMSS on Waste / Site Contamination Issues The Chief and Section Chief of the Radiation Protection Branch, NRR, met with several members of management from the NMSS Division of low-Level Waste Management and Decommissioning, and the Division of Industrial and Medical Safety on February 18, 1993. The purpose ~of the meeting was to discuss NRR-proposed generic communications on: (1) the use of 10 CFR 50.75(g) as applied to residual radioactive materials resulting from spills, and (2) the selection and use of lower limits of detection for unrestricted release of liquid and semi-solid materials having potential contamination distributed over the volume of the material. Meetino with Electric Power Research Institute (EPRI) to discuss Sucolemental EPRI Guidance for Procurement and Dedication On February 17, 1993, the Director and Deputy Director, Division of Reactor Inspection and Licensee Performance, and members of the Vendor Inspection Branch met with EPRI Plant Support Engineering, NUMARC and licensee representatives to discuss the draft. supplemental guidance to EPRI NP-5652, " Guideline for the Utilization of Commercial Grade Items in Nuclear Safety Related Applications (NCIG-07)," and to obtain technical input on key procurement and dedication issues. Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending February 26, 1993 Update on Site Decommissionina Manaaement Plan Site - Wyman-Gordon Division of low-Level Waste Management (LLWM) staff prepared a draft dose assessment of a prior 10 CFR 20.304 disposal of magnesium-thorium alloy wastes at the Wyman-Gordon Company site in North Grafton, Massachusetts. Using the RESRAD computer code, LLWM staff calculated doses in excess of 1,000 mrem /yr to a hypothetical farmer-intruder, and based on these doses, is recommending that the disposal area be remediated. The draft dose assessment is being transmitted for comment to Wyman-Gordon, Comonwealth of Massachusetts officials, and local officials. German Delecation Visits a Uranium Mill Tailinas Remedial Action Site The German Government has initiated plans for the rehabilitation of areas used for uranium production. A seven-member delegation of the German Parliament's Committee on Environment Protection and Reacto: -afety requested a visit to view the United States' program for cleaning up uranium mill tailings. On February 19, 1993, representatives of the Nuclear Regulatory Commission and Department of Energy (DOE) met with the delegation and conducted them on a tour of the UMTRA Project site in Falls City, Texas. This meeting and site tour provided DOE and NRC an opportunity to present general technical considerations and lessons learned in planning, performing, and regulating remedial actions. Public Meetina with Michiaan Attorney aeneral on Dry Cask Storace The staff is in the final stages of a Part 72 rulemaking activity to certify the VSC-24 concrete cask for dry storage of spent reactor fuel under general license. The Palisades Nuclear Plant, Covert, Michigan, would be the first reactor site to use this cask to provide additional spent fuel storage capacity. In response to a letter, from the Attorney General of the State of Michigan, which requested a public hearing, Nuclear Regulatory Commission staff met with the Attorney General on February 23, 1993, in a transcribed public meeting to answer his questions regarding spent fuel storage, confi-dence in permanent disposal of high-level waste, concerns about the VSC-24 cask and use of the VSC-24 at Palisades. The meeting was then opened to the public to allow statements from citizens and representatives of public interest, environmental groups, and local associations which expressed a broad range of concerns about spent fuel storage in general, use of the VSC-24 cask at Palisades, and concern about potential consequences to the local environ-ment and Lake Michigan from spent fuel storage. Revised Study Plan level of Detail Aareement for the Hich-level Waste Repository On February 24, 1993, the Level of Detail agreement for Study Plans submitted j by the Department of Energy (DOE) as part of its site characterization program was forwarded by the Division of High-level Waste Management (HLWM) to DOE for signature. The content of the new agreement was negotiated over several FEBRUARY 26, 1993 ENCLOSURE B

2 months by the HLWM and DOE staffs in an effort to make the requirements for content of study plans written by DOE scientists fit the need of the study and to eliminate unneeded requirements. The negotiations included a meeting between HLWM staff and representatives from DOE, the State of Nevada, and affected local governments that developed the rationale for the new agreement. In conjunction with the new level of Detail Agreement, the staff is completing a streamlined Study Plan Review Plan that should expedite reviews and significantly increase review efficiency. Discovery of " Soft-Ground" May lead to Exploratory Studies Facility Desion Modifica11gn The Division of High-Level Waste. Management On-Site Licensing Representatives (ors) reported that scientific drilling at the candidate high-level waste repository site along the exploratory studies facility (ESF) ramp-tunnel right-of-way indicates that subsurface rock approximately 500 feet beyond the ramp entry consists of poorly consolidated volcanic ash that will probably require structural supports in the ESF. The poorly consolidated material lies adjacent to the Bow Ridge fault which will be intersected by the ramp. Because data are limited, the OR3 reported that the extent of the poorly consolidated zone is unclear at this time. DOE will drill additional holes to better predict the subsurface geology and is currently reviewing the engineering options for supporting the ramp-tunnel opening where it passes through the poorly consolidated zone. ABB Combustion Enoineerino. Inc. - Hematite. Missouri On February 18-19, 1993, staff from the Division of fuel Cycle Safety and Safeguards visited ABB Combustion Engineering-Hematite (CE-H) to establish a clear understanding of the license amendment application regarding consolidation. Consolidation involves relocation of the uranium fuel rod loading and bundle assembly manufacturing conducted at ABB Combustion Engineering's facility in Windsor, Connecticut, to Hematite. The staff and CE-H representatives discussed the nuclear criticality safety issues identified in the staff's review of the licensee's consolidation amendment application. To date, CE-H has constructed a new building to consolidate operations. The licensee provided a tour of the new building and explained details of the proposed operations. CE-H intends to submit a supplement containing modifications to the amendment application by February 26, 1993. NRC Reportino Reouirements of Nuclear Material Balances On February 19, 1993, a member of the Regulatory and Intcrnational Safeguards Branch (FRIB) and two members of the Enrichment Branch (FCEB) attended a meeting with the Department of Energy (DOE) to discuss the reporting requirements of the Nuclear Regulatory Commission with regard to the two gaseous diffusion enrichment plants. The plants will report m'terial balances to the Nuclear Material Management and Safeguards System (NMMSS). Additional meetings with representatives of DOE will be required to resolve identified problems. FEBRUARY 26, 1993 ENCLOSURE B

4 to assist CIS in strengthening safeguards, NRC and the Department of Energy are co-leading the U.S. effort. Within the next couple of months, the following SSD activities are projected to take place: HEU sales _ contract negotiations in Moscow during the week of March 1, 1993, a Kazakhstani delegation visit to the U.S. during the week of March 8-12, 1993, to discuss Kazakhstani needs for U.S. assistance including MC&A and physical protection, and. a U.S. delegation visit to Kiev, Ukraine, during the week of April 5,1993, to sign several bilateral agreements including the implementation agreement for MC&A and physical protection. i I 3 Revision to Reculatory Guide 5.44. " Perimeter Intrusion Alarm Systems" Revision 2 to Regulatory Guide 5.44, " Perimeter Intrusion Alarm Systems" was 3 forwarded to the Office of Nuclear Regulatory Research by the Office of i Nuclear Material Safety and Safeguards on February 11, 1993, for peer review. l The Naval Civil Engineering Laboratory in Port Hueneme:, California, will i perform the review. The revision was developed jointly by NMSS and the Office e of Nuclear Reactor Regulation. The guide is applicable to facilities licensed-by the Nuclear Regulatory Commission and required to maintain perimeter intrusion alann systems. The purpose of the revision, in general, is to j provide alternate acceptable means for meeting NRC regulations, thereby enabling licensees to make more cost-effective choices in implementation. l Specifically, the number of types of acceptable technologies for meeting NRC regulations 'is increased and alternative, simplified testing procedures for equipment are described. Russian Safety Suocort Prooram The Office of Nuclear Material Safety and Safeguards (NMSS) is planning to l provide training to a group of executives from the Russian Gosatomnadzor (GAN), the Russian counterpart of the Nuclear Regulatory Commission, during .{ the' week of March 22, 1993. This is only one segment of a training program i for GAN executives and specialists that is planned under a Memorandum of Meeting signed by the Executive Director of Operations, NRC, and the First Deputy Chairman, GAN in December 1992. This Memorandum establishes plans for implementing seven projects, called Priorities, to train GAN personnel. The j Office of Nuclear Reactor Regulation has lead for Priority-1. l I The NMSS effort, a part of Priority 1, includes the fuel cycle, industrial, -l medical, and academic facility licensing processes, and regulatory instruments and methods for ensuring operational safety. Several NMSS staff members will j be involved in the effort, which also includes a visit to a fuel fabrication j facility. This first c oup of Russian visitors are managers of GAN depart-j ments responsible for nuclear safety, and one of them heads the Department of Nuclear Fuel Cycle Installation Safety Regulation. i U.S. Support to the Commonwealth of Indeoendent States (CIS) Under the leadership of Major General Burns, the Safe and Secure Dismantlement (SSD) program supporting the CIS is progressing with new momentum. On February 18, 1993, Major General Burns, repre. nting the U.S., and Mr. V. Mikhailov of the Russian Ministry of Atomic Energy (MINATOM) signed a j bilateral agreement concerning the disposition of highly enriched uranium j (HEU) from decommissioned nuclear weapons. Also, a Russian delegation i composed of safeguards experts and government officials was invited to a ( workshop in the U.S., on March 28, 1993 - April 8, 1993, to discuss Russia's needs for U.S. assistance in the area of material control and accounting -{ (MC&A) and physical protection for nuclear material and facilities. The i Nuclear Regulatory Commission is involved in both of these cooperative j activities. In the case of disposition of HEU, NRC anu one of its licensed fuel facilities will be involved in the down-blending process. In the program .( FEBRUARY 26, 1993 ENCLOSURE B

-. _ _ _.. =. _ _.. i ~ E 1 Office of Nuclear Regulatory Research j Items of Interest t Week Ending February 26, 1993 i 4 Use of Experience for Seismic Eouioment Oualification of ALWRs i On February 17, 1993, NRC staff and consultants were briefed by staff and i contractors from the Advanced Reactor Corporation (ARC) on the use of experi-e ence. data from past earthquakes and seismic tests as a means to qualify safety related equipment in ALWRs. Representatives from utilities and vendors also attended. Among the technical questions discussed were those related to i proving similitude, establishing margins, applicability of the data base to ALWRs, and a pilot demonstration for four equipment categories (station-batteries, dry transformers, motor operated valves and horizontal pumps). ARC also identified which electrical and mechanical equipment expected to be found 'r at the ABWR, System 80+ and AP600 are strong cat.didates, weak candidates or non-candidates for this aporoach. A consensus'was reached that the method could be justified, but acceptance by the NRC would require greater scrutinity of this whole area. Impact of Surveillance Caosule Fluence Estimates [ On Wednesday, February 24,1993, the Materials Engineering Branch hosted a public meeting to discuss the impact of surveillance capsule fluence estimates, and uncertainty in those estimates, on pressure vessel embrittlement trend curves. The day long meeting was attended by 50 individuals representing RES and NRR staff, NUMARC, EPRI, licensees, vendors, and consultants. The staff was seeking voluntary cooperation j with the industry in updating the surveillance capsule fluence estimates for use in the new statistical analyses of the surveillance data and the evaluation of the pressure vessel embrittlement trend curve in Regulatory Guide 1.99, Revision 2. This activity is part of the staff actions described f in SECY-91-333, which were subsequently endorsed by the Commission. The l i industry representatives, led by NUMARC, will meet in the near future to discuss the technical issue and a possible coordinated activity with the staff. San Francisco Workshop on Radioloaical Criteria for Decommissionino On February 23 and 24, the second in a series of public workshops on l radiological criteria for decommissioning was held in the Sir Francis Drake Hotel, San Francisco, CA. The participants included representatives from various local citizen groups, Indian tribes, State government, Local l government, nuclear medicine, professional societies, decommissioning i contractors, and the nuclear industry. A total of 30 individuals participated, including the facilitators from the Keystone foundation. The 4 agenda used during the meeting was similar to that used in the Chicago workshop, and proved to be very successful in eliciting discussion on issues around the table. The workshop was also attended by approximately 80 observers, many~ of whom were members of the public. A great deal of comment was received from the public, particularly associated with stopping nuclear generation, returning all sites to natural background, and not creating any . j i FEBRUARY 26, 1993 ENCLOSURE C

2 new contaminated areas. A peaceful demonstration was held during the afternoon of the first day. Heetino on lessons learned From Research at OECD Halden Reactor Pro.iect On February 22-23, 1993, staff from the Human Factors Branch in RES and the Human Factors Assessment Branch in NRR met at NRC with C. Holstrom and K. Folleso of the OECD Halden Reactor Project (HRP) in Norway to review and discuss a draft report (HWR-366) on lessons learned from studies conducted from 1982-1992. The area of emphasis is mainly on man-machine systems research in test and evaluation activities performed at the HRP. NRC staff found the draft report useful for beginning the process of developing a technical basis for guidelines and acceptance criteria for use by NRR. The report will also be used to improve the quality of research conducted at Halden in 1994-1996. A more detailed summary of the meeting will be available in the near future. Office for Analysis and Evaluation of Operational Data Items of Interest Week Ending February 26, 1993 Diaonostic Evaluation and Incident Investiaation Branch (DEIIB) planning for a' diagnostic evaluation at the South Texas Project (STP), Units 1 and 2 is underway. Bill Hehl, STP Diagnostic Evaluation Team (DET) Manager, was in the AEOD offices during the past week. Mr. Hehl and DEIIB staff completed interviews with Jim Partlow and Tom Murley regarding the STP. All of the proposed DET members have been selected except for the contractors. The initial. trip to STP is scheduled for March 1-2, followed by a meeting with Region IV managers in their offices. A meeting with the EDO has been scheduled for March 9 and the first DET meeting is tentatively scheduled for March 10-11 in Bethesda. The Three Mile Island (TMI) Incident Investigation Team (IIT), Unauthorized Forced Intrusion Into.The Protected Area, continued preparation of their IIT report. In addition, interviews with Region I personnel were completed. Interviews with NRC Headquarters personnel and the Commonwealth of Pennsylvania are almost completed. Incident Response Branch (IRB) On Tuesday evening, February 23, AE0D management and staff, Commissioner Rogers, and others from NRC Headquarters participated in a full-scale exercise at the Susquehanna Nuclear Power Plant Unit I to test the Headquarters response organization and new response procedures. Participation from other Federal agencies included representatives for the Department of Energy (DOE), Environmental Protection Agency, U.S. Department of Health and Human Services, U.S. Department of Agriculture, National Oceanic and Atmospheric Administration, and the Federal Emergency Management Agency. Observers from the Russian Federation and the Department of Defense attended. On February 26, IRB staff met with representatives from the Omaha Public Power District, DOE, Region IV, and the states of Nebraska and Iowa to initiate scenario development activities for the upcoming Federal Radiological Monitoring and Assessment Center (FRMAC) activation exercise to be conducted at Fort Calhoun in late June 1993. Four members of the Russian Working Group 3.1-93, S. Adamchik, L. Slepnev, S. Riabov, and A. Davidov, are working with IRB to develop the concept of operations and milestone' schedule needed for the Lisbon Initiative. Activities have included the observation of the Susquehanna exercise from Region l's Incident Response Center and continual working group meetings to compare and contrast the Russian /US response programs. Working Group 3.1-93 will be in the country t' cough March 6,1993. The Emergency Response Data System (ERDS) testing was completed last week with all sites. Two units, Comanche Peak Unit I and Seabrook, which have scheduled exemptions, remain to be implemented. A total of 104 units are now connected-to the ERDS. Office of Administration Items of Interest Week Ending February 26, 1993 One White Flint North (0WFN) Fire Drill A fire drill was conducted on February 25, 1993 in the OWFN building. The " mock" fire was located in the 8th floor CPU room, causing the alarm to activate. on floors 7, 8 and 9. Occupants _of these floors evacuated at least three floors below the fire zone. This was the first fire drill where the newly-installed Digital Message Unit was activated. This unit alerts occupants of the fire by a voice message instead of the traditional alarm. Representatives from the Montgomery County Fire Department participated and attended a lessons-learned meeting following the drill. Contract Awards A contract for " Data / Voice Telecommunications Equipment Support" was awarded to American Technical Communications on February 19, 1993. This contract provides for technical assistance in the engineering, installation, modification and maintenance of NRC's Telecommunications Cable Distribution System. This system provides for voice, data and video information exchange among the Agency's buildings. A contract for " Support Services for_the Automated Graphics Section of the U.S. Nuclear Regulatory Commission" was awarded to Graphics Visions Associates under the'Small Business Administration's 8(a) Program. This contract, which was awarded on February 19, 1993 provides for graphics support for AE0D's requirement for electronic formatting of 133 Commercial Nuclear Power Plant Information Books and to support other special projects as required. A contract for " Technical Assistance in Support of NRR Programs and Activities Pertaining to Licensee Performance and Quality Evaluation" was awarded to science and Engineering Associates, Inc., on February 25, 1993. This contract provides for technical expertise to assist NRR's Division of Licensee Performance and Quality Evaluation in accomplishing its licensing and inspection mission. Secure C-mnications On February 24, 1993 the Division of Security responded to a request to establish a secure audio conference capability for the Incident Investigation Team (ITT) and Region I. This included arranging for equipment to be hand-carried to Region I, instructing the users in operations, security of the equipment, and testing the link prior to IIT interviews. Envirocare of Utah. Inc.: Filina of Petition for Rulemakina A notice of receipt of a petition for rulemaking filed by Envirocare of Utah, Inc., was published in the Federal Register on February 22, 1993 (58 FR 9552). The petitioner requests that the NRC revise its regulations to exempt those persons who generate or dispose of very low specific activity wastes, contaminated with special nuclear materials that are not capable of forming a FEBRUARY 26, 1993 ENCLOSURE F

Sionificant FOIA Recuests Received by the NRC For 5-Day Period of February 19 - February 25. 1993 Request for the names and addresses of customers who received delivery of any Defense Logistics Agency publications distributed by the NRC. New procedures are being implemented, that include IRM providing a biweekly report of pending actions at OMB, to ensure that the Desk Officer is aware of the actual date that an NRC action is received for processing and to ensure the acknowledgement of packages that cannot be accepted by the system because of an existing pending action associated with the same clearance number. Technoloav Advancement Board On February 10, 1993, IRM and members of the Technology Advancement Board briefed Commissioners Rogers and Remick on the progress being made in NRC's computational capabilities, training, procurement processes, and applications. The briefing provided an insight into initiatives in acquiring RISC/ UNIX-based workstations, establishing high performance networks, providing access to INTERNET and EPRInet, and coordinating advanced computing capabilities with organizations such as the Organization for Economic Co-Operation and Development and the Nuclear Energy Agency Working Group on Advanced Computing. Network Control Center (NCC) The NCC will begin the implementation of the Wordperfect Office 3.1 upgrade on the Agency Upgrade of Technology for Office Systems (AUTOS) networks on February 24, 1993. It is anticipated that the implementation will be completed by March 3,1993. The action was based on violations in five areas: (1) inadequate post-modification testing of Reactor Protection System relays, (2) inadequate corrective actions, (3) fire protection program implementation, (4) 10 CFR Part 50, Appendix R, requirements, and (5) the submittal to the NRC of inaccurate information. (EA 92-033) + 2-Department of the Army, U.S. Army Armament Headquarters, Rock Island, i Illinois paid the imposed civil penalty in the amount of $15,000. The action was based on a breakdown in control of licensed activities involving seven violations associated with the licensee's control of M1A1 collimators containing tritium. (EA 92-162) 3. American Cyanamid Company, Princeton, New Jersey paid the civil penalty in the amount of $1,000. The action was based on violations j representing a breakdown in the control and oversight of the radiation safety program. (EA 92-243) 4. Nuclear Fuel Services, Inc., Erwin, Tennessee paid the civil penalty in the amount of $37,500. The action was based on two separate events involving (1) a fire and explosion in the high enriched uranium recovery facility on September 10, 1992. The failure to follow applicable process control procedures created a substantial potential for serious personal injury and possible radionuclide uptake had personnel been in the immediate vicinity; and (2) an operator error whereby uranium solution was drained from the wrong set of favorable geometry tanks into an unfavorable geometry tank on October 13, 1992 without verifying that the concentration was safe. Various other aluminum and glass doors on the A Level and Plaza level were installed during the week. I Elevator cores on all floors are now enclosed with drywall except tioors 1 and 1 4. An elevator crew of about 12 is completing installation of control wiring, sills, frames, doors, cabs, hall lights and call buttons for eight main elevators-l including one freight elevator. Stair wells #4 and #5 are fully enclosed with i drywall on all floors. Sprinkler pipes and drop-heads are now installed on all i j floors. The computerized environmental control system is installed. Work continued on the plaza level with placement of planting soil on the i northwest portion of TWFN deck. Representatives from the Central Interstate LLW Compact and the State of Nebraska briefed the Import Policy Comittee on the status of LLW disposal facility development in Nebraska. The issues of comunity consent and wetlands were discussed. The Nebraska i representative indicated that the Environmental Control Board will be issuing "an intent to deny a license" for the Boyd County site because of its proximity to wetlands and that a public hearing is scheduled to be conducted on March 16, 1993. i Office of International Programs Items of Interest Week Ending February 26, 1993 i Foreian Visitors On February 26, Dr. John Harrison, Director of Technical Operations at the Siting Task Force, Energy, Mines and Resources in Canada, met with NRR and 0IP i staff to discuss NRC's position on storage versus disposal of waste, mine tailings issues, current U.S. disposal situation, the Environmental Assessment Process and a number of other issues related to low-level waste disposal. Incidents A feedwater pipe rupture occurred on Thursday, February 25 at the Loviisa 2 Atomenergoexport (AEE)-designed 445 PWR nuclear power plant in Finland. The reactor was brought to a safe shutdown, and there were no releases of radioactive material off-site nor personal injuries. The cause of the pipe i rupture, which occurred at the turbine hall, is considered to be erosion corrosion on the secondary side cir uit. Such an event is usually classified as a level 1 on the International 8 uclear Event Scale, but because a similar event occurred at the Loviisa 1 ALE-designed unit in May of 1990, this event is being classified as a level 2. This briefing began at 1 p.m. in the Marriott Marquis at 1535 Broadway, at 45th j Street. l 3. Susouehanna j On Tuesday, February 23, 1993 the Susquehanna Steam Electric Station participated with NRC, State and local agencies in an emergency i preparedness exercise. The NRC response included full participation at the NRC Operations Center in Bethesda, MD and at the Region I Incident Response Center.in King of Prussia, PA. In addition, a full site team, l comprised of 35 specialists and managers, was dispatched to the site j from Region I. An NRC inspection team, separate from the NRC response organization, observed PP&L performance. FEMA evaluated the offsite State and local response capabilities. Representatives from Brazil, China, Russia, 1 Sweden, and the Ukraine are expected to observe the exercise at various l NRC, licensee, and State emergency response facilities. The exercise began late in the afternoon on the 23rd and ended near midnight. On-site licensee response to this challenging scenario was preliminarily assessed as good, with strong Emergency Operations Facility command and control. A possible weakness in Technical Support Center dose assessment is being evaluated. Off-site emergency response was observed and is being evaluated by FEMA; preliminary off-site findings are not yet available. i 4. Limerick l Philadelphia Electric. Company (PEco) announced on February 25, 1993, it j has reached an agreement with the Long Island Power Authority (LIPA) to accept fuel from the Shoreham Nuclear Power Station on Long Island, New I York, for use at PECo's Limerick Generating Station. t General Electric Company (GE) to oversee the transfer of the fuel from Shoreham to Limerick. The Shoreham fuel will be transported by rail from Long Island to Limerick between mid 1993 and early 1994. The 560 fuel bundles will be packed in specially-designed, 70-ton steel shipping containers and inaded onto special rail cars for shipment to Limerick. Midwest Nuclear Encineerina Manaaers Forum On February 24, 1993, the Director, DRS, and the NRR Director of PDIII-l met with representatives of the Midwest Nuclear Engineering Managers Forum to discuss topics of mutual interest. Nearly all Region III licensees were represented. Subjects discussed included; motor-operated valves, escalated enforcement guidelines for situations requiring detailed engineering analysis, NRC expectations and usessment of engineering, and other technical issues. 2. Professional Reactor Operator Society On February 22, 1993, the NRR Director of the Division of Reactor Controls and Human Factors and other NRC staff met with the President and members of the Professional Reactor Operator Society in the Region III Office. Topics discussed includtd revision 7 of NUREG 1021, " Operator Licensing Examiner Standards" and proposed amendments to 10 CFR 55. 3. Davis-Besse Nuclear Plant On February 26, 1993, the Director, Division of Reactor Projects visited the site and toured the plant with the resident inspector and NRR licensing project manager. Following the tour, the Director met with management representatives and made a presentation to plant personnel covering the experiences of other facilities with respect to outage related problems and their causes. 4 Quarterly Press Conference - St. Louis. Dresden Enforcement On February 22, 1993, an Enforcement Conference was held with Commonwealth Edison Company regarding plant changes made at the Dresden station. The purpose of the conference was to discuss safety evaluations specifically performed by CECO to evaluate a degraded j condition (reduced flow) in the containment cooling service water j system. 6. Commonwealth Edison Comoany Lavoffs On February 24, 1993, Commonwealth Edison Company announced that it planned to lay off 625 union employees, including about 150 employees at its six nuclear power stations. The utility had been negotiating with the International Brotherhood of Electrical Workers for changes in work rules and benefits. Had the proposed changes been accepted, the utility did not plan to cut the 625 jobs. The layoffs are expected to take place in the second quarter of 1993. The ENEA has agreed to contribute a specified amount per year over the five year term of the agreement and to exchange information and share their research results. The NRC will supply the ENEA with the latest released versions of the RELAP5 code. The agreement was signed by the EDO on February 23, 1993 and will be sent to ENEA for their signature. 2. Proposed Rule Sianed by the EDQ On February 22, 1993, the Executive Director for Operations approved a proposed rule which would amend NRC's regulations in 10 CFR Part 110 pertaining to the export of certain alpha-emitting radionuclides and byproduct material. The. Commission has concurred in the approval, and the rule has been forwarded to the Office of the Federal Register for publication. The amendments would conform NRC's export regulations with the export control guidelines of the international Nuclear Suppliers Group (NSG) and of the International Atomic Energy List of the Coordinating Committee for Multilateral Export Controls (C0COM), in which the United States participates, and treaty obligations between the United States and Canada. The proposed rule would amend general license regulations for the export of bulk tritium, dispersed tritium, americium-242m, californium-249, californium-251, cirium-245, curium-247, and 16 different alpha-emitting radionuclides, including compounds and mixtures containing these radionuclides with a total alpha activity of I curie per kilogram or greater.
