This letter forwards the report of the announced team inspection conducted by
Messrs. E.
3.. Schweibinz, M. L. Dapas, D. C. Kosloff, C. E. Brown,
R. L. Sywater, T. J. Kobetz, and J. H. Neisler, from November 23, 1992,
through January 25. n
of activities at the Prairie Island Nuclear
Generating Plant, Units 2 and 2, authorized by NRC Operating Licenses
No. DPR-42 and No. DPR-60. This inspection was conducted serially, that is,

inspectors were onsite individually during different windows of the inspection
period.
We discussed our findings with Messrs. E. Watzl, M. Sellman,
G. Goering. and otner members of your staff on January 22, 1993.
Additional
debriefing meetings were held with representatives of your staff at the
conclusion af each inspection window.
The purpose of this inspection was to observe and evaluate ongoing activities
relative to various modifications including the station blackout / electrical
safeguards upgrade (SB0/ESU) modification, the independent spent fuel storage
installaticn (ISFSI), and the reactor coolant systen draindown modification.
The enclosed copy Of our inspection report identifies areas examined during
the. inspection. Within these areas, the inspection consisted of a selective
,
examination of procedures and representative records, observations, and
i
interviews with personnel .

No violations of EC requirements were identified during the course of this
i
inspection.

In accordarce with 10 CFR 2.790(a) of the Commission's regulations, a copy of
this letter and the enclosures will be placed in the NRC Public Document Room.
