Dear Sir:
i In the Reference 1 letter, Philadelphia Electric Company (PECo) submitted Technical Specification Change Request (TSCR) No. 89-12 requesting an amendment to the Technical Specifications (Appendix A)

of Operating License Nos. DPR-44 and DPR-56.
PECo hereby requests that this TSCR be withdrawn from consideration as an amendment to the Technical Specifications.
l The Technical Specification amendment would have committed tho Peach Bottom Atomic Power Station (PBAPS), Units 2 and 3 to ANSI /ANS-3.1-1981, entitled, " Selection, Qualification and Training of Personnel for Nuclear Power Plants."
This TSCR was submitted in i
f accordance with the agreement between PEco and the Commonwealth of Pennsylvania, dated June 20, 1989.
This withdrawal was discussed between J. Basilio.(PECo) and S.
Maingi (Commonwealth of Pennsylvania) on January 26, 1993.
In lieu of TSCR 89-12, PECo has committed to the Commonwealth that the new training rule would be implemented at PBAPS, Units 2 and 3 within 10 months from the approval of the rule provided that the new rule is not substantially different from the proposed version (57 F.R. 537, January 7, 1992).
