SUBJECT:

NRC INSPECTION REPORT 50-458/93-06

This refers to the inspection conducted by Mr. S. L. McCrory, and the

personnel identified in the enclosed report, of this office on January 25-29,

1993.

Tha inspection included an assessment of the qualifications of

individuals who had applied for licenses to operate your River Bend facility.

At the conclusion of the inspection, findings of generic significance were

discussed with those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of evaluation of license applicants by

the use of written examinations, dynamic simulations, selected job related

tasks, and oral questioning in accordance with NUREG-1021, " Operator Licensing

Examiner Standards," Revision 6.

The results of this inspection are

documented on pages 1 and 2, in the enclosed report.

Based on the results of this inspection, eight of nine applicants for licenses

to operate your River Bend facility v'isfied the requirements of 10 CFR 55.33(a)(2) and have been issued the appropriate licenses.

The remaining

individual f ailed to satisfy the above requirements as a result of

demonstrated deficiencies in one or more competencies evaluated during the

dynamic simulator scenario portion of the operating examination.

This

individual may appeal the denial of his/her application in accordance with the

requirements of NUREG-1021, Revision 6, Section 502.

Otherwise, the

individual may reapply in accordance with the requirements of 10 CFR 55.35.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosure will be placed in the NRC Public Document Room.
