NRC Region I Resident Inspection Report Nos. 50-317/93-02 and

50-318/93-02 (January 3,1993 - February 6,1993)

This repon transmits the findings of the safety inspection conducted by the resident

inspectors at the Calvert Cliffs Nuclear Power Plant. At the conclusion of the inspection,

these findings were discussed with Mr. Cruse of your staff.

Areas examined during this inspection are described in the NRC Region I Inspection Report

l

which is enclosed with this letter and were selected in order to ensure that your facility is

operated with due regard for the public health and safety. Within these areas, the inspection

l

consisted of selected examinations of procedures and representative records, interviews with

l

personnel, and observations by the inspectors. Overall, the NRC has concluded that your-

)

facility was operated in a safe manner.

Several deficiencies were identified with the conduct of the preoperational testing of the new

-l

l

single failure proof spent fuel handling crane. These deficiencies were indicative of

-l

inadequate supervisory control and inattention to detail. In particular, there were several

,

examples of procedural noncompliance; some test personnel worked excessive overtime

without proper authorization; and an improper change to a test procedure was made which

j

involved a change ofintent. These deficiencies were violations of NRC requirements. The

i

violation relating to the improper change to the test procedure was not cited because your

i

efforts to promptly identify and correct the cause of this violation met the criteria for

discretion specified in Section VII.B of the Enforcement Policy.

Our inspectors continued to evaluate the adequacy of emergency operations procedural

guidance for the prevention of boric acid precipitation following certain loss of coolant

accidents. We noted your discovery that one of the methods prescribed by your emergency

operating procedure did not provide suffi. lent core flushing and could have resulted in boric

acid precipitation and possible loss oflong term core cooling. Although this was a violation

of NRC requirements, this violation will not be subject to enforcement action because the

criteria for discretion specified in Section VII.B. of the Enforcement Policy was satisfied.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice of Violation when preparing your response.
