TEMPORARY WAIVER OF COMPLIANCE This acknowledges the granting of an extension to the one-time temporary waiver of compliance to South Texas Project (STP), Unit 2, from the action required in Technical Specification (TS) Limiting Condition for Operation (LCO) 3.7.1.2.b.

The original temporary wavier of compliance was granted on February 25, 1993, following your verbal request and written request in letter (ST-HL-AE-4336). Your letter (ST-HL-AE-4350), dated February 28, 1993, provides the written basis for an extension to the temporary waiver of compliance that you verbally requested on February 28.

At 10:48 p.m. (CST) on February 22, 1993. STP, Unit 2, entered TS LCO Section 3.7.1.2.b., after the unit was heated into Mode 3.

Action b. of TS LCO 3.7.1.2.b. requires that, with the Train D turbine-dr;.cie auxiliary feedwater (AFW) pump inoperable, the pump must be restored within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, or the reactor be in Hot Standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />.

Unit 2 was taken into Mode 3 in order to conduct testing on the turbine-driven AFW pump following the failure of this pump to start on demand following a reactor trip on February 3,1993. The details of this event will be j

documented in the augmented inspection report (50-498/93-07; 50-499/93-07) that has yet to be issued by Region IV.

The pump's failure to start has resulted in your conducting an extensive repair and testing program required to restore this pump to an operable status.

This testing program has included testing previously completed in Mode 4 and further testing in Mode 3.

During testing while in Mode 3, an additional problem was identified.

As the result of this problem, your current projections indicate that the testing will not be completed within the 72-hour allowed outage time specified in the original temporary wavier of compliance, which ends at 10:48 p.m. on February 28, 1993.

A discussion between your STP staff and the Region IV staff was conducted during the afternoon of February 28, 1993.

During this call, your staff described the changes to the original temporary waiver of compliance that were made to provide for an extension to the allowed outage time.

be taken during the pump testing activities, evaluations of the safety i

significance, and the justification for the duration of the request were i

included in this discussion.

Prior to the discussion with NRC, your Plant Operations Review Committee (PORC) reviewed and approved the waiver request.

l An extension to the temporary waiver of compliance to Action b. of TS LC0 3.7.1.2.b. was subsequently granted at 11:50 a.m., on Februar./ 28, 1993, by Region IV, with the concurrence of NRR.

This waiver allows STP a 72-hour i

extension of Action b. of TS LCO 3.7.1.2.b., commencing at 10:48 p.m. on February 28, 1993, and expiring at 10:48 p.m.,

on March 3, 1993.

I The waiver of compliance was verbally approved by Region IV based on the l

compensatory measures taken by your operations staff in the preparation, j

control, and supervision during the additional time that the turbine-driven AFW pump would be inoperable; the relatively short time that the pump would be inoperable; the safety significance of the evolution; the low probability that i

an accident could occur during the evolution; and the favorable PORC review.
