This acknowledges the granting of a one-time temporary waiver of compliance to South Texas Project (STP), Unit 2, from the action required in Technical Specification (TS) Limiting Condition for Operation (LCO) 3.7.1.2.b.
Your letter (ST-HL-AE-4336), dated February 25, 1993, provides the written basis for the temporary waiver of compliance that you verbally requested on February 25, 1993.
At 10:48 p.m. (CST) on February 22, 1993, STP, Unit 2, entered TS LCO l
Section 3.7.1.2.b. after the unit was heated up into Mode 3.
Action b. of TS LCO 3.7.1.2.b. requires that, with the Train D turbine-driven auxiliary feedwater (AFW) pump inoperable, the pump must be restored to operation within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />, or the reactor be placed in Hot Standby (Mode 3) within the next i

Unit 2 was taken into Mode 3 in order to conduct testing on the turbine-driven AFW pump following the failure of this pump to start on demand following a reactor trip on February 3, 1993. The details of this event will be documented in the Augmented Inspection Team (AIT) report (50-498/93-07; 50-l 499/93-07) that has yet to be issued by Region IV.
The pump's failure to start has resulted in STP conducting an extensive repair and testing program required to restore this pump to an operable status. This testing program has included testing previously completed in Mode 4, in addition to further testing in Mode 3.
STP's current projections indicate that the testing will not be completed within the current 72-hour allowed outage time specified in the action statement of TS LCO 3.7.1.2.b.
This allowed outage time ends at 10:48 p.m. on February 25, 1993.
Discussions between STP, Region IV staff, and members of the Office of Nuclear Reactor Regulation (NRR) were conducted during the afternoon of February 25,

Prior to the discussions with NRC, STP's Plant Operations Review Committee (PORC) reviewed and approved the waiver request.

The waiver of compliance was verbally approved by Region IV based on the compensatory measures taken by the licensee's operations staff in the preparation, control, and supervision during the additional time that the turbine-driven AFW pump would be inoperable; the relatively short time that i
the pump would be inoperable; the safety significance of the evolution; the low probability that an accident could occur during the evolution; and the licensee's favorable PORC review.
