This refers to the results of the routine resident safety inspection conducted by Messrs. W.

Cook, J. Tappert, and others from December 25,1992 to January 23,1993 at James A.

,

FitzPatrick Nuclear Power Plant, Scriba, New York. A summary of the inspection findings .

'

was presented to you and members of your staff at the conclusion of the inspection.

This inspection was directed toward areas important to public health and safety. Areas

examined during the inspection are described in the NRC Region I inspection report, which

is enclosed with this letter. Within these areas, the inspection consisted 'of observation of

activities, interviews with personnel, and document reviews. The inspectors conducted

extensive observations during the plant startup and power ascension. Overall, there was

comprehensive management oversight and the startup was conducted in a slow, deliberate and

safe manner.

Overall performance during this inspection period was good. However, the inspectors found

a lack of procedural adherence in the control of a plant computer software changes to correct

a jet pump differential pressure display. We note that your corrective actions to this issue

were prompt and comprehensive and that the actual safety significance of the procedural

noncompliance was minor. Therefore, the procedural violation is not being cited in

accordance with the provisions of 10 CFR 2 Appendix C Section V.A of the Enforcement

Policy.
