SUBJECT: Haddam Neck Inspection 92-26
This letter transmits the report of the resident safety inspection conducted by Messrs. W.
Raymond and P. Habighorst of this office during the period December 13,1992 to January 9,
,
1993, at the Haddam Neck Plant, Haddam Neck, Connecticut. The report covers activities .
authorized by NRC License No. DPR-61. This inspection was focused on issues important to
public health and safety. Preliminary findings were discussed with Mr. J. Stetz of your staff at
the conclusion of the inspection.
During this report period, we found Haddam Neck was operated in a safe and conservative
manner.
Our inspection noted that your staff identified a failure to update surveillance
procedures and drawings following a plant modification. We further noted aggressive actions
to thoroughly evaluate and take appropriate corrective actions for this deficiency. Based on the

above and the low safety significance of the issue, we exercised enforcement discretion for this
oversight in accordance with Section VII.B of the Enforcement Policy.
