This letter refers to the safeguards transportation inspection ofirradiated reactor fuel conducted

by Messrs. G. C. Smith and R. J. Albert of this office on February 7 and 8,1993, at its point
of origin in Cambridge, Massachusetts, and for a' period while in-transit. The'results of the
inspection were discussed with you by Mr. Smith at the conclusion of the inspection.
Areas examined during this inspection are important to public health and safety and are
described in the NRC Region I inspection report that is enclosed with this letteri Within these
areas, the inspection consisted of selective examinations of proceduretand representative
records, interviews with personnel, and observations by the inspectors.-

We found that the program being implemented for the transportation of irradiated reactor fuel
was directed toward the protection of public health and safety and noted that members of your
staff who were responsible for the shipment exhibited an understanding of the operation and the
associated regulatory requirements. No safety concerns or violations of regulatory requirements
were identified.
