Gentlemen:

North Atlantic Energy Service Corporation (North Atlantic) has enclosed License I

Amendment Request 93-01. This License Amendment Request is submitted pursuant to l

10CFR50.90 and is distributed pursuant to 10CFR50.4.

The purpose of License Amendment Request 93-01 is to propose changes to the Seabrook Station Technical Specifications to redefine the requirements for an OPERABLE Primary Component Cooling Water System. The design of the Seabrook Station Primary Component Cooling Water System employs two redundant loops, each with two full capacity primary component cooling water pumps. Operation of any one of the four pumps will satisfy the primary component cooling water requirements during the postulated design basis event.

Seabrook Station's Technical Specification 3/4.7.3 currently requires two OPERABLE i

primary component cooling water loops with each loop having two OPERABLE pumps when in Modes 1, 2, 3, and 4.

This Technical Specification accurately reflects the Seabrook j

Station design, yet,is unnecessarily restrictive due to the redundancy (2 full capacity pumps) in each loop. The proposed changes redefine an OPERABLE primary component cooling water loop as having one OPERABLE pump. Additional changes are proposed to the duration that a primary component cooling water loop can be inoperable and to the surveillance requirements for primary component cooling water pumps. The proposed Technical Specification changes will enhance plant operations and outage flexibility by removing the unnecessarily restrictive redundancy requirements, allowing planned and corrective maintenance to be performed on line without adversely affecting the abilitv of the system to mitigate a postulated design basis event.

A Probabilistic Risk Assessment Evaluation performed by North Atlantic supports the proposed changes.

License Amendment Request 93-01 has been reviewed and approved by the North Atlantic Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

North Atlantic requests NRC review of License Amendment Request 93-01 and issuance of a license amendment by August 26,1993 (see enclosed License Amendment Request 93-01,Section VI).
